Disable and enable restrict editing opens side panels Declined - Not Valid

I noticed that when I manually set the document editor container restrictEditing to true/false the editing panel keeps opening.

documentEditorcontainer.restrictEditing = true

Even if I close the panel it still opens when I set restrict editing to false.

How do I keep this panel from opening?
