Provide support to maintain culture based number formats in the cell model

Need to provide support to maintain culture based number formats in the cell model.

When we loaded the 'de' culture in Spreadsheet, for the number format the 'de' culture has 

'#.##0,00 $', but we will maintain the format in the cell model as '#,##0.00 $' and in the UI we show the formatted value based on the loaded culture. Below shared the screenshot for reference,

And also, need to show the currently loaded culture's number formats in the custom number format dialog instead of showing the default culture's number formats. Below attached the screenshot for reference,
