Viewer is not implementing some page breaks

I noticed in some of our documents that the numbers of pages do not match when a document is loaded into the document editor. It appears there are sometimes page breaks in our word files that it is not also implementing.

In this example you will see the page break from microsoft word:

Here is the same document loaded into document editor:

You can see how the paragraph on page 2 has moved into page 1 under the table.

Please open the attached file in both Word and Document Editor to see the issue.
