DateTimeOffset value is not selected on first time when we have preselected DateTimeOffset value

DateTimeOffset value is not selected on first time when we have preselected DateTimeOffset value

1. Run the sample

2. open the first timepicker popup

3.and select 11:30pm and again select the same time, the value is selected

4.You can see the issue

 

Expected: Choosen time should be selected properly on first time 

Actual: Choosen time not selected properly on first time
