Need to provide support for replacing the arrow circle buttons with our own HTMLElement

Need to provide support for replacing the default arrow circle buttons in the Splitter with custom HTML elements. Additionally, enhance the existing expand/collapse icon support to allow custom positioning, including: Center: Display a single expand/collapse icon centered in the middle of the splitter bar.
