RowSelectionEventsArgs PreviousRowIndex Always -1

While using the RowSelectingEventArgs on a RowSelecting event the args.PreviousRowIndex is always returning -1 for me. I have tried all selection modes. args.RowIndex works to get the newly selected row.
I'm also not sure if this is intended but during the event GridReference.SelectedDataRow is always -1
