Open comment panel in a pop up

When opening a comment panel on a mobile device, it currently covers the entire PDF Viewer, preventing simultaneous viewing of changes in the PDF while adding comments. To address this, we aim to display the comment panel inside a popup to avoid obscuring the entire screen.
