Support for scrolling the table summary row along with rows

Currently, the table summary rows at the top and bottom positions are fixed/sticky on the view and are not scrollable along with the rows. Provide support for scrolling the table summary row along with the rows.


The top and bottom summary rows should only become visible when the user reaches the top and bottom of the DataGrid through scrolling.
