[UWP] Support to change the drop point of the dragging appointment based on cursor point

Provide support to change the drop point of the dragging appointment based on cursor point like in Outlook. Currently, for XForms (UWP) the upper left corner of the dragging appointment and for XForms (Android & iOS) mid point of the dragging appointment is considered as the drop point.
