Support for Read-Only Mode in WinUI SfDatePicker, SfTimePicker, SfCalendar Date picker, SfCalendarDateRangePic

Add a read-only mode to the WinUI SfDatePicker, SfTimePicker, SfCalendar Date picker, SfCalendarDateRangePicker controls to prevent users from editing the date value directly. This feature would be useful for displaying date information without allowing modifications.
