ValueRemoved event is not trigger properly

ValueRemoved event is not triggered properly. it appears that it only triggers for a single value uncheck and doesn't work when deselecting all items or clearing them using the clear icon.

Reproduction Steps:

  • Run the  sample.
  • click select all 
  • and click deselect all or clear all the item using clear icon
  • You can see the issue

Expected Behavior: ValueRemoved event should trigger properly

Current Behavior: ValueRemoved event not trigger properly
