Selection Zooming or Rectangular Zoom option for WinUI SfCartesianChart

Currently, the WinUI SfCartesianChart supports pinch and mouse wheel zooming. To improve user interaction and provide precise data analysis, we need to implement rectangular selection zooming. This feature will allow users to draw a rectangle over a chart region using mouse or touch input to zoom into the selected data area. It should be visually responsive and customizable, enabling a more intuitive zooming experience.
