Support to add the header/footer pane as a third tab to the properties pane

When inserting header/footer in the document editor, the properties pane gets hidden and a new pane opens to show the header/footer properties. Instead of opening the new pane, add the extra tab for the header/footer in the properties pane and google the tab elements based on the selection that happens in the document editor.

when working in tables the sidebar has a tab to switch between text and table formatting options - perhaps the same could be done for header/footer.
