Top border is not displayed when we type in the textbox and hover over the textbox

Top border is not displayed when we type in the textbox and hover over the textbox.

Replication Procedure:

              1 - Run the sample

          2 - type any text 

          3 - hover the textbox

          4 - You can see the issue

Expected Behavior: Border should apply properly 

Actual Behavior: border is not applied properly when hover over the textbox
