Support to handle tap gestures of child and parent views in SfListView

In Android, touch is not passed to the Parent element when the child element inside ItemTemplate has its own gesture recognizer. In iOS, touch passes to both the child and parent, need to achieve same behavior in all the platform and provide the option/api to handle child and parent gestures.
