Add APIs to modify the comment highlighting and comment marker/selection state color

Requirement 1: 
when a comment is selected, the highlighted color of the commented text should change.
  1. API to enable or disable the default highlight for the commented text in Document editor as like editable ranges.
  2. API to Custom color for the highlighting the commented text in Document editor.

Requirement 2: Comments -> Different color(comment marker and background/selection state) for different users

Add API to decide whether different color for different users or same color.
