Replication steps:

  1. Select the right-side phase in the upper swimlane.
  2. Press the Delete key (--> phase is deleted). (this is correct behavior)
  3. Select the remaining phase
    in the upper swimlane
    .
  4. Press
    the D
    elete key (--> nothing happens).
      (this is incorrect behavior)
The below swimlanes demonstrates that there can be swimlanes without phases, so deleting the last phase in a swimlane should end up to a swimlane like the lower one.

Another observation is that the behavior is a little bit different depending which of the phases is deleted first. When the left-side phase is deleted, in the remaining phase only the header of the phase can be selected (attached selection2.png). When the right-side phase is deleted, 
in the remaining phase the entire swimlane element can be selected (attached selection1.png).
