Provide API support for restricting editing UI interactions

Provide API support for restricting editing UI interactions.

1) Want to have list of users that we want to add by default in the exceptions section.
2) Want to hide specific elements like more users, remove users.
3) After assigning a range to users when clicking on apply restrictions, don't want to pop up which asks for password. Instead wanted to listen to the apply restriction event and add pasword programmatically.
