Provide setter support for IsDropDownOpen property in SfAutocomplete

Currently, the 'IsDropDownOpen' property of SfAutocomplete is restricted to internal set access, which prevents the assignment of a value at the sample level. It is necessary to implement setter functionality for the 'IsDropDownOpen' property within the SfAutocomplete component for the .NET MAUI.
