Value Change Event Triggered Twice when using Delay in the Handler with AllowCustom

Description:

In ComboBox, Value Change Event triggered twice when using delay in event handler when AllowCustom is enabled.

Replication Procedure:

  1. Run the sample.
  2. Type custom value.
  3. Focus out with pressing enter key.

Expected: Value Change event shouldn’t trigger twice.

Actual: ValueChange event is triggered twice.
