Implement new event to notify the 'ColorChanged' in the ColorPicker

Currently, 'ColorChanged' is a 'PropertyChangedCallback' event. As a result, the 'Command' property does not trigger the view model. Need to deprecate the old event and introduce a new one to notify 'ColorChanged'.
