Unable to scroll the Rich Text Editor content in iPhone

In the iPhone device, couldn't scroll a Rich Text Editor's content by swiping while the content has table or image. When the content has plain text, scrolling action happens without distraction.

The scrolling is blocked by initializing quick toolbar on swipe. Prevent quick toolbar initialization on swipe action and allow the scrolling on image and table.
