sendBackward and moveForward not working as intended

The diagram has three nodes and the methods "sendBackward" and "moveForward" not working as expected when do the following steps:
  1. select "Element 1" and click "up" to move the element one layer up.
  2. Select "Element 3" and click "down" to move the element one layer down.
  3. Select "Element 1" again and click "down" to move the element one layer down again.

 

The third step doesn't work as intended. The element remains on the same level.
