Improve the performance of Maps when zooming with data labels and multiple layers

When multiple layers (say USA map as base layer and US county map as sublayer) are displayed in Maps with data labels enabled, the zooming operation results in performance slowness. We need to improve this performance slowness and make the zooming optimized with the data labels and multi-layers.
