Provide latitude and longitude coordinates in the event arguments of the "tooltipRender" event

Currently, we support getting the latitude and longitude coordinates in the "onclick" event. Similarly, we need to support providing the latitude and longitude coordinates in the event arguments of the "tooltipRender" event of the Maps component. When we implement this improvement, we can support displaying the latitude and longitude values in the layer tooltip.
