Provide option to make specific range of cells as read-only without protecting the worksheet

Provide option to make specific range of cells as read-only without protecting the worksheet. Currently we have provided option to lock/unLock cells in the protected sheets by using the lockCells method. So need to provide option by without protecting the whole worksheet. And also ensure this case for UI/open/save functionalities also.

Note : As like setReadOnly method in EJ1 spreadsheet
