Set page background color for new PDF pages

It would be nice if there was a Background property in PdfPage or page settings. While the background can be drawn with DrawRectangle on the page graphics, this method has the disadvantages of enforcing page margins and not allowing the use of Layout.Paginate to draw text in multiple pages.
