Provide IsOpen property support for .NET MAUI SfNavigationDrawer

Need to provide IsOpen property support for .NET MAUI SfNavigationDrawer control.

Expected Behavior:

The NavigationDrawer should be in an opened state when the IsOpen property is set to true and transition to a closed state when the IsOpen property is set to false.
