Prevent page scrolling while selecting an annotation that present on viewport

Need to prevent the page from scrolling while an annotation is presented in the viewport while selecting an annotation.

When selecting an annotation that is present out of the viewport, the page should only scroll to the location where that annotation is present. We need to implement it
