Provide Handle argument support for SelectionChanged event in the .NET MAUI SfTabView

Need to provide e.Handled argument support for the SelectionChanged event in the .NET MAUI SfTabView

 

Use case:

 

To enhance the behavior of the SelectionChanged event. This feature will enable us to restrict the SelectionChanged event being called when programmatically changing the selected index within SfTabView.
