When disabling SafeArea, SfShimmer content still use the safe margins.

This is happening with base type as well as CustomViews (setting IgnoreSafeArea=false in a grid within a custom view does not work as well)

In the following exemple, you can see that while the SfShimmer itself respect it, content does not :

<Grid BackgroundColor="Red" IgnoreSafeArea="True">
  <shimmer:SfShimmer
    BackgroundColor="Blue"
    HeightRequest="100"
    IsActive="True"
    Type="CirclePersona"
    VerticalOptions="Start" />

</Grid>

Empty

If you need additional informations feel free to ask.

Workaround :

public class CustomSfShimmer : SfShimmer, ISafeAreaView
{
    bool ISafeAreaView.IgnoreSafeArea => true;
}
