To provide support for Horizontal line (Divider) as a toolbar item in the RIch Text Editor

Need to provide support for inserting a horizontal line as a toolbar item to divide the content context. The line spacing will be used to differentiate between two contexts of content and show a visual difference when the content changes.


Currently, only the execute command has support for inserting a horizontal line. We need to provide support for a toolbar item.
