Provide a toolbar option support for zooming in the cartesian chart

Current Behavior: In the zoomPanBehavior, zooming only works when the enableMouseWheelZooming is set to true.

 

Proposed Behavior: When the zoomPanBehavior is enabled and the enableToolBar property is set to true, the Toolbar should be displayed on the SfCartesianChart for zoomIn, zoomOut, and reset, similar to the SfMaps control.
