Support for IsEnabled Property in SfExpander - .NET MAUI

Provide support for IsEnabled Property in SfExpander
Actual Behavior - Touch interactions are recognized by the SfExpander if we set isEnabled to false.
Expected Behavior - 

Touch interactions should not be recognized by the SfExpander if we set isEnabled to false.
