Custom placeholder value not updated to the component when culture is changed dynamically

When a custom placeholder is given to the component using the [placeholder] property in German culture, it doesn't set it to the component. Instead, it sets the placeholder text from the locale object.

Replication Procedure :

1.Run the sample and click the Switch Lang button to change the culture

2.Check the Placeholder of DateTimePicker


Expected behavior: Placeholder value should updated on datetimepicker

Current behavior: 

placeholder value sets from the locale object.
