Elements in Popup control do not receive Loaded event

The Visual Elements within a SfPopup do not receive any Loaded event. This in turn causes some issues, like for example it is not possible to load a PDF document in a SfPdfViewer inside the SfPopup.

I have attached a sample project for reference.

In the sample, the PDF is loaded correctly in the SfPdfViewer outside of the popup. The elements in MainPage receive the Loaded event as expected.

In the popup, the PDF is never loaded when calling LoadDocument on the PDF viewer. The elements also never receives the Loaded event, which I suspect is the reason for why the PDF document never loads in the popup.

Tested on version 23.1.44 of the Syncfusion packages. The same behaviour has been observed on version 23.1.36 as well.
