Provide support to keep the trackball always visible even when the mouse pointer goes out of the chart area

Current Behavior : Currently in SfCartesianChart, the trackball will be disappeared if the mouse pointer goes out of the chart while using shouldAlwaysShow property true. 

 

Proposed Behavior : Need to provide support for displaying the trackball always even when the mouse pointer goes out of the chart.
