Need to provide support to show tooltip based on closest data points

Current Behavior: The tooltip is displayed only when the mouse hovers over the data points.

Expected Behavior: The tooltip should be shown when the cursor moves over the chart or hovers above the data points, and it should be based on the closest data points, similar to a shared tooltip with a single series.
