Tooltip accessibility - Opening on focus does not work on some interactive elements

Greetings,

I was testing the Tooltip component and I could not get the tooltip to appear on focus for buttons or links when using OpensOn="Focus" or OpensOn="Auto".

It works fine for form inputs, per your keyboard navigation demo, but I could not get the focus to work on a button when I modified your default functionalities demo by setting OpensOn="Focus" or OpensOn="Auto".

I also tried getting the tooltip to appear on focus for hyperlinks using

OpensOn="Focus" or OpensOn="Auto"
, but without success either.

For at least some situations, keyboard access might be necessary for tooltip accessibility per WCAG 2.1.1 so it would be good if this can be improved to work on other interactive elements besides form fields.
