In the TimePicker, Readonly with Mask allows editing the time using the up/down arrows

Reproduction Steps:

  • Run the sample.
  • Select the time.
  • Change the time using the up/down arrows.

Expected Behavior: Readonly with Mask should not allow editing the time using the up/down arrows.

Current Behavior: Readonly with Mask allows editing the time using the up/down arrows.
