Support for system clipboard permission API

Modern Chromium browsers (Chrome, Microsoft Edge, Brave, ...) support reading the system clipboard if the user gives permission. This should be supported by Document Editor, and in this case the "Paste from system clipboard is restricted" dialog should only be displayed if permission is denied by user or if the current browser doesn't support this feature.
