Need to perform the row drop action on a child row while hovering over the parent's collapse icon

Need to provide support to perform the row drop action on a child row while hovering over the parent's collapsing icon using the RowDD and detail template features.



Note: Need to provide support only for local data binding.  Remote data binding and the virtualization features are not compatible with this feature.
