Improve the behavior of TabItem Header FontSize based on the Android system FontSize changes in SfTabView

Description:

If we change the font size [larger than the default font size] of the Android device/Simulator, then the TabItem Header captions are cut even though there's a lot of space on the screen in the SfTabView control.
