Provide hide delay support for the tooltip after the cursor moved while hovering on maps

Current Behavior : In SfMaps, the hideDelay property will work only on the touch interactions and will not work for pointer interactions. Here, when we hover the layer, the tooltip displays and when we move the mouse, the tooltip will disappear suddenly.

 

Proposed Behavior : In SfMaps, need to provide support to display the tooltip for some time based on the hideDelay property when we hover and move the mouse.
