Format Exception has thrown when selecting time in datetimepicker with ar-QA culture

Format Exception has thrown when selecting time datetimepicker with ar-QA culture in blazor webassembly.

We can be able to reproduce the issue in the standalone datetimepicker sample without using parse. Please find the below sample and this is the breaking issue.

Replication Procedure:

  1. Run the sample
  2. Switch to ar-QA culture
  3. Select the time value from the datepicker

Expected:
Exception should not thrown

Actual:
Format Exception thrown

Breaking: This is breaking in version 22.1.37, 22.1.38 upto the latest version and working fine in the before version 22.1.36
