Need to update the Technical Indicators class as a abstract class

Current Behavior : In SfCartesianChart, Technical Indicators is a base class of indicators that cannot be initialized and used at the sample level.

 

Proposed Behavior : In SfCartesianChart, need to change the Technical Indicators class as a abstract class.
