Implement the feature of scroll arrows in SfTabView to manage overflowing tab items

The suggested feature entails the addition of scroll arrows on the left and right sides of the tab strip when there are more tab items that can be displayed within the available space.

Feature behavior:

When the number of tab items exceeds the set number that can be shown on the screen simultaneously, the scroll arrows will serve as visual cues to indicate the presence of additional tabs that are not currently visible. 

Benefits:

  • This ensures a smooth and efficient navigation experience.

  • More user-friendly and visually appealing interfaces that handle an extensive collection of tab items gracefully.
