Support for Blazor TimePicker to accept the time value which is in all applicable formats

TimePicker component requires modifications to accommodate different time formats current implementation is not support all formats. For example, if we type the time value in formats such as H(1, 2, ..., 11, 12), HH(01, 02, ..., 11, 12), H:mm(1:30, 2:45), HH:mm(01:30, 02:45)., Hmm(130, 245), or HHmm (0130, 0245), the component should accept them.
