ArgumentOutOfRange exception is thrown while parsing the cells style record in XLSB format

While parsing the cell style record with custom style, there is an argument out-of-range exception is thrown. Because, an unwanted record data is present in the XLSB document which is not handled in XlsIO. This needs to be fixed.
