Support to render OpenSeaMap in Maps component

Maps component do not support rendering OpenSeaMap. The component also do not support adding OpenSeaMap as sublayer above the maps such as OpenStreetMap. So we need to implement the same. Please find the UrlTemplate for OpenSeaMap layer below.
